주영섭 교수는 서울대학교에서 기계공학을 전공하고, KAIST에서 생산공학 석사, 미국 펜실베이니아 주립대학교에서 산업공학 박사 학위를 취득했다. 그는 대우전자와 GE 써모메트릭스에서 주요 경영직을 맡으며 기술 및 경영 경험을 쌓았다. 2016년 중소기업청장으로 임명된 후, 그는 중소기업의 기술 경쟁력 강화와 해외 시장 진출을 적극 지원하며 디지털 트랜스포메이션과 창업 생태계 발전을 주도하였다. 현재 그는 서울대학교 특임 교수로서 학계와 정책 분야에서 활동하며 한국 경제의 지속 가능한 성장을 위한 자문 역할을 이어가고 있다.

He received his B.S. in Mechanical Engineering from Seoul National University, M.S. in Production Engineering from KAIST, and Ph.D. in Industrial Engineering from Pennsylvania State University, USA. He gained technical and management experience in key management positions at Daewoo Electronics and GE Thermometrics. Since his appointment as head of the Small and Medium Business Administration in 2016, he has been actively supporting SMEs to strengthen their technological competitiveness and expand into overseas markets, leading the digital transformation and development of the startup ecosystem. He is currently a Distinguished Professor at Seoul National University, where he continues to work in academia and policy to advise on sustainable growth of the Korean economy.
